The total receipts of the utilization charge to the federal budget in 2018 should grow by 58,4 billion rubles. up to 223,4 billion, in 2019 - up to 259,8 billion, in 2020 - up to 267,9 billion rubles. In addition to indexing, these figures take into account the forecast for growth in production and imports of vehicles and the introduction of a fee for 2019 from the means of production of heavy and power engineering at the ad valorem rate of 7%, the explanatory note says.
The utilization charge was introduced in 2012 at the same time as Russia joined the WTO and reduced import duties on cars. The base rate for cars is 20 000 rub., For trucks and buses - 150 000 rub., Coefficients are also used depending on the parameters of the machines. At first the collection was paid only by importers, and local factories could take obligations on recycling. After criticism from the European Union with 2014, the collection began to pay everything. The main reason for the previous and anticipated new indexation is the desire to protect the car industry, represented by domestic and foreign brands, from the reduction of import duties on cars, provided for by the terms of entry into the WTO, employees of the two automotive concerns explain. The next decrease in these rates occurred in September 2017: for cars, for example, they fell from 23 to 20%, in a year they will reach 17%, and in 2019 the final value will reach 15%.

If the system of industrial subsidies is maintained, the indexation of the collection will not affect the prices of most cars produced in Russia. But the imported equipment will rise in price and released without agreements on industrial assembly, employees of two automakers consider.
