Foreign cars can rise in price from the new year

From 1 January 2018 at 15%, the utilization charge for wheeled and self-propelled vehicles manufactured in Russia and imported into our country can grow. This is stated in an explanatory note to the draft federal budget for 2018-2020. Vedomosti got acquainted with the document. This will bring an additional 2018 billion rubles to the federal budget in 28.
The government of 18 September has already approved the draft budget prepared by the Ministry of Finance, while Prime Minister Dmitry Medvedev instructed the Ministry of Finance and the Ministry of Economic Development to finalize the document for the next submission to the Duma by September 22.
The total receipts of the utilization charge to the federal budget in 2018 should grow by 58,4 billion rubles. up to 223,4 billion, in 2019 - up to 259,8 billion, in 2020 - up to 267,9 billion rubles. In addition to indexing, these figures take into account the forecast for growth in production and imports of vehicles and the introduction of a fee for 2019 from the means of production of heavy and power engineering at the ad valorem rate of 7%, the explanatory note says.
The utilization charge was introduced in 2012 at the same time as Russia joined the WTO and reduced import duties on cars. The base rate for cars is 20 000 rub., For trucks and buses - 150 000 rub., Coefficients are also used depending on the parameters of the machines. At first the collection was paid only by importers, and local factories could take obligations on recycling. After criticism from the European Union with 2014, the collection began to pay everything. But almost all Russian car assembly plants receive subsidies comparable to charges.
In 2016, the government indexed the utilization rate for 65%, referring to the weakening of the ruble. The main reason for the previous and anticipated new indexation is the desire to protect the car industry, represented by domestic and foreign brands, from the reduction of import duties on cars, provided for by the terms of entry into the WTO, employees of the two automotive concerns explain. The next decrease in these rates occurred in September 2017: for cars, for example, they fell from 23 to 20%, in a year they will reach 17%, and in 2019 the final value will reach 15%.
Now, for a new car with an 1-2 engine, you need to pay 44 200 rub., With an 2-3 engine l - 84 400 rub., One of the interlocutors says. Expenses for heavy trucks exceed 400 000 rubles., Adds an employee of another automaker.
If the system of industrial subsidies is maintained, the indexation of the collection will not affect the prices of most cars produced in Russia. But the imported equipment will rise in price and released without agreements on industrial assembly, employees of two automakers consider. In their view, the indexation of the collection will also lead to an even lower decline in the import of cars, which has already fallen by 2012 almost 2016 since 5, due to the development of local production, the weakening of the ruble and the reduction in car sales. According to an employee of another auto concern, imports in 2018 will gradually win back the drop caused by the indexation of the utilization charge, as consumers become accustomed to new prices and provided a stable ruble rate. "Indexing to 15%, of course, is an unpleasant measure, but not radical," he notes.
"We are aware of these plans and will be ready to work in new conditions," said only a representative of AvtoVAZ. Representatives of other automakers did not answer the questions or refused to comment.
However, there is a chance that the fee will not be raised. Against indexation is the Ministry of Economic Development, says a ministry spokesman. He did not disclose the reasons. One of the federal officials explained that the Ministry of Economic Development considers the size of the recycling collection as unjustified and unconfirmed calculations. The Ministry of Economic Development is ready to discuss the issue of indexing the recycling fee when the financial and economic justification of the initiative is provided, the interlocutor adds. Representatives of the Ministry of Industry and Trade and the Ministry of Finance did not answer the questions.
Indexing, though taken into account by the Ministry of Finance in the revenue side of the draft budget, is not such a big source of income as, for example, excises, and the ministry can use this initiative as an element of bargaining on other issues and eventually abandon it or, for example, reduce the size of indexation , commented Alexander Suslin of the Economic Expert Group.
